蔡培元（台湾・国立政治大学）Left Behind by the Welfare State: Poverty Dynamics and Barriers to Social Assistance in Taiwan and Selected OECD Countries

Abstract

Although poverty eradication constitutes one of the central objectives of the Sustainable Development Goals (SDGs), a considerable proportion of the poor population remains excluded from formal social assistance. This presentation examines recent statistical trends in poverty and the demographic composition of the poor in Taiwan and selected OECD countries, with particular attention to how institutional arrangements create barriers to accessing social assistance and generate disincentives to formal employment. In light of these challenges, the presentation reviews ongoing policy initiatives to reform social assistance systems across different countries.
